- DASHBOARD_AUDIT_PROTOCOL.md (v1.0, LOCKED):
  - Five criteria: 3-Second Rule, Journey Principle, Reality→Decision,
    Dashboard Principle, Decision Density
  - Blink Test: 3-second exposure, consistent answers = pass
  - Information-to-Decision Ratio: measure objects needed per decision
  - Audit form with pass/fail for each criterion
  - Decision matrix: all pass = proceed, some fail = adjust Dashboard,
    most fail = review Foundation

Rationale: Dashboard is the stress test for Foundation v1.0. If Dashboard
passes without Foundation changes, the base is robust enough to scale.
If Dashboard fails, adjust Dashboard first — not Foundation.

The Five Criteria

# Criterion Question Pass When...
1 3-Second Rule Do I understand the situation immediately? User can describe system status in seconds
2 Journey Principle Is this the right phase? Dashboard clearly feels like Manage
3 Reality → Decision Does information lead to a decision? Not just statistics — user knows what to do
4 Dashboard Principle Are the four questions answered? What? Where? How serious? What now?
5 Decision Density How many decisions are supported? Max 13 clear decisions

Show the dashboard to someone for 3 seconds. Close the image. Ask:

  1. What was it about?
  2. What was most important?
  3. What would you do now?

Pass: Answers are consistent across users. Fail: Answers vary — information hierarchy is unclear.


Information-to-Decision Ratio

Question: How many information objects must the user read to make their first decision?

3 cards → 1 decision Very good
5 cards → 1 decision Good
10 cards → 1 decision Warning
20 widgets → 1 decision Too much noise

Rule: Information exists to enable decisions, not to fill the screen.
